Professor Bruce Chapman from the Australian National University is the designer of the Australian system of government-run income contingent loans to university students (HECS). The scheme was so successful that it was subsequently adopted by a number of other countries. In this video-interview Prof Chapman talks to Dr Jan Libich about this scheme, and also more broadly about how the government can help individuals and firms manage risks in many other areas.
